7590-01 UNITED STATES NUCLEAR REGULATORY COMISSION DOCKET N0. 0-333 POWER AUTHORITY OF THE STATE OF NEW YORK NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The v. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 69 to Facility Operating License No. DPR-59 issued to the Power Authority of the State of New York (the licensee), which revises the Technical Specifications for operation of the James A, FitzPatrick Nuclear Power Plant (the facility), located in Oswego County, New York.

The amendment is effective as of the date of issuance.

The amendment revises the requirements for the High Pressure Coolant Injection (HPCI) system suction valve closure times. The maximum closure time for these valves has been revised from 60 seconds to 80 seconds to reflect the hardware actually installed at the FitzPatrick facility.

This valve closure time will be verified as part of the licensee's Inservice Testing Program and the requirement will be deleted from the Technical Specifications.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and re0ulations. The Comission had made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of the amendment was not required since the amentent does not involve a significant hazards consideration.
