EFFLUENT TECHi!ICAL SPECIFICATI0ftS (RETS) y cp On March 24, 1982, we met with representatives of BGLE to discuss the implementation of RETS for Calvert Cliffs Units 1 and 2.
A list of attendees is enclosed.
We started the meeting by reviewing the background of RETS implenentation for Calvert Cliffs. He indicated that BG&E had provided comitments for implementation of RETS for Calvert Cliffs Units 1 and 2.
These commit-ments had been withdrawn by BGLE after considerable expenditure of review time by the NRC staff and its consultant, Franklin Research Center.
The purpose of the meeting was stated to be an opportunity for BGLE to present an alternative to RETS.
BC&E stated that its major objection to RETS was the excessive nan-power requirements for impleacntation which was estimated to be 4 to 5 man years per year for chemistry personnel. In addition, DG&E stated that they considered RETS to be inconsistent with recent reculatery tronds including the trend toward simplification of. Technical.:Specificationst.
The BGLE presentation, summarized in the enclosed charts, provides the basis for the proposed BC&E alternative to RETS. The BG&E program is characterized by::
G) Baseline requirements that are augmented upon detection of a signi-ficant release,'or potential release, and (2) Significant portions of the program to be iriplenented via plant procedures, including a dose assessment manual, rather than Tech-nical Specifications.
At the conclusion of the meeting, BG&E comitted to submit the proposed program within 30 days of the meeting.
