Dear Mr. O'Reilly:

This confirms the telephone conversation at 1545 on April 1, 1982, between Mr. R. M. Poulk, Jr., Regulatory Specialist, and Mr. C. A. Julian of your office concerning an immediately reportable event per Technical Specification 6.9.1.8i.

On Monday, March 29, 1982, Mr. R. M. Poulk, Jr., was contacted by Mr. Jim VanVliet expressing a concern about LER 2-79-16. The NRC had received several reports from other stations identifying a problem with the CFD 12B relay in a manner consistent with that expressed at the Brunswick site. An investigation by Plant Engineering, our architect-engineer, and General Electric has determined that the phase differential relay CFD 12B used in the diesel generator control circuitry is not seismically qualified in the deenergized state as required by the procurement specifications. These relays will be replaced when a qualified relay has been identified and procured. In the meantime, signs have been placed on each diesel generator panel containing these relays to caution personnel of the high vulnerability of vibrating this panel.

As the Brunswick site is located in an area of low seismic activity, and as a diesel generator lockout will provide an instant alarm in the Control Room such that an operator can be dispatched to reset any diesel generator lockout in a short period of time, it is felt that the health and safety of the public is not affected by continued operation.
