Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Technical Specifications Amendment 49-Mechanical and Hydraulic Snubbers Gentlemen:

We were issued the subject amendment with an effective date of March 30,1982. The new speci.ication includes a requirement for maintaining records of service life for all snubbers including "the date at which the service life commences".

This letter is to notify you that we are implementing this requirement for new material purchased under requisitions issued since the effective date of the amendment. This requirement cannot be implemented on existing spare parts which were purchased prior to the effective date of the amendment. We are interpreting " service life" as commencing at the time of installation of these spare components unless a limited shelf life was specified by the vendor, providing that these spare parts were maintained in accordance with the recommended storage requirements.

We have a significant number of existing spare parts (ie seals / reservoirs) for which we have been unable to determine the exact manufacturing dates since this information had not been requested on the time of purchase.

We are currently requiring this information on all new purchase orders for snubber parts to provide the requisite information, and this discrepancy will be eliminated when the present stock is exhausted.

We believe the testing and visual inspections that will be performed under the revised specification will assure that all snubbers are capable of perf orming their intended safety function.
