NRC STAFF MOTION TO ADD G. NORMAN LAUBEN TO THE WITNESS PANEL ON S0C CONTENTION 16 The NRC Staff's prefiled direct testimony on 50C 16, related to clad swelling and flow blockage, was prepared and sponsored by Ralph 0.
Meyer. However, in response to the Board's guidance of June 2,1982 (Tr.3136-3140) the Staff requests the Board's leave to add Mr. G.
Norman Lauben to the Staff witness panel on S0C 16. Mr. Lauben has experience with ECCS analysis and acceptance criteria, and has participated in the review of the General Electric ECCS Evaluation Model. He therefore will be able to support and elaborate upon the testimony of Mr. Meyer in a manner that should prove helpful to both the Board and the Parties.

STATEMENT OF PROFESSIONAL QUALIFICATIONS NORMAN LAUBEN My name is George Nonnan Lauben.
I am a Section Leader in the Reactor Systems Branch, Division of Systems Integration, U.S. Nuclear Regulatory Commission.
In that capacity I supervise seven (7) engineers in the review of reactor system transient and accident analysis.
I have worked in the field of nuclear reactor safety for 19 years, and in nuclear activities for 23 years.
I have worked for the Commission and its predecessor, the Atomic Energy Connission, since 1968. During this time I have werked directly on reactor safety matters, including Emergency Core Cooling System (ECCS) performance review and Loss-of-Coolant Accident (LOCA) analysis.
I was a member of the 1971 AEC ECCS task force and the AEC Staff Panel for the ECCS Rulemaking Hearing.
I am the author of the T00DEE2 computer program used by the NRC and the nuclear industry for transient fuel pin thermal ana' lysis during a LOCA.
I was a member of the technical team that accompanied Mr. Harold Denton to the Three Mile Island Reactor on March 30, 1979.
I have a B.S. and M.S. in Chemical Engineering from Case Institute of Technology (now Case Western Re u rve University).
