SITE VISITS The Division of Human Factors (DllFS) is conducting a review of cerbin industry practices with regard to manpower and staffing. The purpose of the review, being conducted under contract by Battelle-Pacific florthwest Laboratories (PNL), is to assist with developing our long term regulatory policy.

To obtain information relevant to this review, visits to selected utilities and plants are planned. Topics to be. covered include.

• !!anpower issues (plannigg, labor supply, recruitment, retention of staff).

O Staffing practices (establishing work units, scheduling).

• Use of the STA (job description, role in operations and engineering functions,careerpath).

• Safety Review Group functions (Station Review Board, Company fluclear Review Board).

Your flRR Project Manager has discussed this program with your staff and has obtained an expression of interest on the part of Toledo Edison Company in participating with this review. To arrange the site visits at a mutually convenient time the PflL staff will contact you directly. The site visits are to be completed by the end of June and may require up to three days and involve discussions with you, Toledo Edison Company's personnel manager, members of the Station Review Board and Company tiuclear Review Board, and approximately five to ten individuals in operations, technical support and maintenance.

These discussions are expected to take approximately one hour each.
