20555 BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-325 AND 50-324 LICENSE NOS. DPR-71 AND DPR-62 REQUEST FOR REVISIONS TO TECHNICAL SPECIFICATIONS SINGLE-LOOP OPERATION
Dear Mr. Vassallo:
SUMMARY
In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.
These changes would allow unit operation up to 50% of rated thermal power with one recirculation loop out of service.

In the event maintenance of a recirculation pump or other component renders one loop inoperative, it is desirable from a plant utilization viewpoint to be able to continue operation with a single recirculation loop at a reduced power level.
Forty (40) copies of General Electric's (GE) report NED0-24344, September 1981, " Brunswick Steam Electric Plant Units 1 and 2, Single-Loop Operation", are attached to this letter. To justify single-loop operation, the safety analyses documented in the BSEP Final Safety Analysis Report and GE's " General Reload Fuel Application" (NEDE-240ll-P-A-1), August 1979 were reviewed for one-pump operation.
GE's NEDO-24344 report shows that operation with one recirculation loop results in a maximum power output which is 20 to 30 percent below that which is attainable for two-pump (two-loop) operation. However, during single loop operation at Browns Ferry 1 in the Fall of 1979, variations in jet pump flow, neutron flux, and related parameters were noted at about 59 percent of rated power. '4 limited Browns Ferry 1 operation to less than 60 percent of rated power for the approximately two months the unit operated with a single recirculation loop. As a result of the Browns Ferry 1 incident, NRC has stated in discussions with CP&L that 50 percent of rated power would be acceptable until the Browns Ferry concerns are resolved. Therefore, the attached TS pages reflect the 50 percent power level that is currently acceptable to NRC.
CONCLUSION Detailed technical justifications and analyses for the attached TS revisions are contained in the attached NEDO report. These indicate that there is no significant decrease in safety margin and that there is not a significant increase in the probability or consequences of accidents previously considered.
ADMINISTRATIVE INFORMATION Changes to the TS are indicated by vertical lines in the right-hand margins of the affected pages which are attached. This TS revision request,
supersedes our previous submittal dated September 3, 1976.
In accordance with 10CFR170.12(c), we have determined that this request constitutes a Class I and a Class III amendment as it involves a single technical issue. Our check for $4,400 is enclosed as payment of these fees.
