Inspection 50-322/82-04

This refers to the special inspection of completed construction of.an emergency

core cooling system ("as-built" inspection) conducted by a team led by Dr. L.

Bettenhausen of this office on February 8-26, 1982, at Shoreham Nuclear Power.

Station, Shoreham, New York, and activities authorized by.NRC' License No. CPPR-

95 and to the discussions of our findings held by Dr. Bettenhausen with you and

your staff at the: conclusion of the inspection. These discussions included-

identification of violations and deviations and an assessment of certain design-

and engineering program controls.

' Areas examined during this inspection cnd findings are described in the NRC

Region I Inspection Report which is enclosed with this letter.

Ba;ad on the

results of_ this inspection, it appears that certain of your activities were not

conducted in full compliance with NRC requirements, as set forth in the Notice

of Violation, enclosed herewith as Appendix-A.

These violations have been

categorized by severity level in accordance with the NRC Enforcement Policy (10 CFR-2 Appendix C)' published in the Federal Register (47 FR 9987) dated March 9,

to these two items need only address steps which will be taken to avoid further.

A Notice of Deviation is enclosed as Appendix B.

This Notice details _ deviations

from the Shoreham Final Safety Analysis Report observed in this inspection. You

are requested to respond to this Appendix and in preparing your response you

should follow the instructions in Appendix A.

Similar discrepancies have been-

noted previously. Your reply to Appendix B should also address your plans to

meet the provisions of 10 CFR 50.55(d) to bring the original application for an

operating license up to date.

This inspection also noted some waaknesses in your programs. These are discussed

in Appendix C, Observations. You are requested to inform this office within

thirty (30) ' days of the receipt of this letter of actions taken or planned to

improve the weaknesses identified in Appendix C.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

will be placed in the NRC Public Document Room unless you notify this office, by

telephone, within ten days of the date of this letter and submit written appli-

cation to withhold information contained therein within thirty days of the date
