Response to Emergency Preparedness Appraisal Findings

Dear Sir:

Reference (b) lists eleven items regarding Emergency Preparedness that we have agreed to take action on.

It also requests that your of fice be informed, in writing, as each item is completed.

Please be informed that the below listed items, [ Items (6), (7), and (9) of Reference (b)], have been completed. Appropriate procedures have been written or revised as necessary; and training, in the use of those procedures,

's complete.

Item (6) States:

Develop procedures for making protective action recommendations which include the consideration of plant conditions, Environmental Protection Agency Protective Action Guides and results from off-site surveys.

Provide training to Individuals in the emergency response organization that will use the procedures.

Compliance Action:

Plant procedure " Evaluation of Radiological Data" has been expanded to include Appendix E which delegates responsibility and authority to make protective action recommendations.

It includes instructions and guidelines for using in plant dose projections and off-site monitoring data as a basis for making a recommendation.

It also includes a provision for making protective action recomendations (evacuation of the closest towns) when there are indications the systems necessary for all core cooling have failed.

Item (7) States:

Develop a technique to compensate for the potential uncertainty associated with plume trajectories.

Compliance Action:

Plant procedure " Evaluation of Radiological Data," Appendix A, has been expanded to include guidelines for determining plume trajectory based on stability class and wind direction.

Item (9) States:

Develop a procedure for recovery /re-entry. operations which includes a plan for reducing accident classifications and entering a recovery phase based on an evaluation of stabilized plant conditions.

Compliance Action:

The " Emergency De-escalation Procedure" has been issued.

It provides guidance and authority for de-escalation from emergency status.

" Site Area Emergency," Appendix VII, and " General Emergency," Appendix VII, delegate to the Site Recovery Manager the authority and responsibility to conduct site recovery operations.

It includes a " work" list of those areas of concern, such as plant status, manpower requirements, etc. which must be addressed prior to, and during, a recovery /re-entry operation.
