The inspector observed the liquid penetrant testing of pipe weld

No. HBC-91-8/3 FW 10,11, and 12 for Unit No.1 and DCA-418-4W4 for

Unit No. 2.

He verified that the tests were perfomed in accordance with

ASME III Code and IPPT-340-39-02 procedure requirements. Weld HBC-91-8/3

FW 6,10, and DCA-418-4-W4 were rejected by the nondestructive testing

technician because of indications which required additional surface

treatment. No violations were identified.

Electrical Separation Criteria

The Bechtel Specification E-1412, " Wiring and Cable Notes and Details",

paragraph 6.3 " Engineered Safeguard and Reactor Protection System Equipment

Separation-Design Basis", allows separation distances less than those

required by IEEE-384. The specification states, in part, "When a 6"

separation cannot be achieved, a minimum 1" separation between safeguard

and non-safeguard is required or a flame retardant barrier shall be provided."

The L.imerick FSAR, paragraph 8.1.6.1.14 states that the plant design meets

IEEE-384 with qualified exceptions.

IEEE-384, paragraphs 4.5, 5.1.3, and

5.1.4 requires that separation of associated circuits (nonsafeguard) be

maintained at not less than 1" between enclosed raceways or between barriers

and enclosed raceways.

The licensee acknowledged that the current edition of the FSAR was not

consistent with the procedure. However, he noted that the FSAR is

currently being revised to include analyses to support his practices. This

item is unresolved pending revision of the FSAR (352/81-17-04).

Licensing Meeting

The inspector attended the Atomic Safety and Licensing Board special

preheating conference on January 6, 7, and 8, 1982. The purpose of the

conference was to establish general rules of practice and receive clarifying

statements for selected contentions.

Unresolved Items

Unresolved items are matters about which more information is needed to

determine if the item is acceptable, a violation, or a deviation. Unresolved

items are discussed in 2, 4, and 6.

Exit Interview

Exit interviews were held on December 10 and 23,1981, with members of the

licensee's staff listed in paragraph 1.

The inspector discussed the scope

and findings of the inspection.
