The proposed revisions to the Peach Bottom Technical Specifications are intended to more closely follow standard Technical Specifications and to recognize information contained i
in a memorandum from Thomas Novak, NRC, to Project Managers of Operating GE BWR's dated December 29, 1981, concerning
" Misinterpretation of Number of Operable Instrument Channels for APFM Control Rod Withdrawal Block".
A discussion of the specific changes requested herein is as follows :
1.
The proposed revision to Technical Specification Table 3.2.C (Instrumentation That Initiates Control Rod Blocks) more closely conforms the table to the Standard Technical Specification (NUREG 0123, Rev. 3, Table 3.3.6-1 Page 3/4 3-
- 51) and more accurately reflects the actual logic employed in the Average Power Range Monitor (APRM) and Intermediate Range Monitor (IRM) control rod withdrawal block (rod block) function.
The APRM Rod Block System, as shown on the simplified sketch attached hereto and marked " Exhibit A",
involves two circuits each employing three instrument channels.
As presently written, the Technical Specification implies tTat 2 of 3 channels are required for each of the two trip systems to accomplish the rod block action and therefore prohibits the bypassing of two channels in one circuit.
To the contrary, any single instrument channel trip is sufficient to actuate a rod block.
Therefore, the APRM is actually a single trip circuit involving six channels.
The proposed amendment l
requires that the minimum number of instruments that are available is four, which is consistent with the Standard Technical Specification.
The change enhances overall safety by permitting the simultaneous bypassing of two APRM's which share common equipment cabinets.
This reduces the likelihood of a plant transient due to inadvertent contact with an in-service instrument during repair or calibration which must be performed in the common equipment cabinets.

The situation with the IRM Rod Block system shown in the attached sketch is similar to the APRM Rod Block System in that any single instrument channel is sufficient to actuate a rod block.
As with the APRM Rod Block System, the Technical Specification implies that there are two trip systems, but in this case there are four channels per system.
Therefore, for the IRM system, the proposed amendment would require 6 operable channels of the eight available.
Pursuant to 10 CFR Section 170.22 " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class III Amendment for Unit 2 and a Class I Amendment for Unit 3, since the proposed changes have acceptability for the issue
clearly identified by an NRC position and are deemed not to involve a significant hazards consideration.
The Plant Operation Review Committee and the Operation and Safety Feview Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration and will not endanger the health and safety of the public.
