_ NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-373 As a result of the inspection conducted on April 19 through May 7,1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9, 1982), the following violation was identified:
Technical Specification 6.2.A requires that detailed written procedures shall be adhered to.
LaSalle County Nuclear Power Stction Procedure LLP 82-5, " Sealing Tubing Insertion Under Reactor Missile Doors," requires that the reactor building trackway door seals be installed after each door opening.
Installation of the seal is required to maintain secondary containment when one door is open as permitted by Technical Specification 4.6.5.1.
Contrary to the above, on April 22, 1982, at approximately 3:00 p.m., while the licensee was conducting core alterations, the inspector observed that the seals for both reactor building trackway doors were not installed. At the time, both doors were closed, thus secondary containment was maintained.
This is a Severity Level IV violation (Supplement I).
The inspection showed that action had been taken to correct the identified item of noncompliance and to prevent recurrence. Consequently, no reply to this item of noncompliance is required and we have no further questions regarding this matter at this time.
