Dear Mr. Denton:
Reference (c) amended the Quad Cities Station Unit Nos.1 and 2 Operating Licenses Nos. DPR-29 and DPR-30 to allow the "A"
loop of the Residual Heat Removal (RHR) heat exchangers on each unit to be fed from the RHR "A" and "B" Service Water pumps from Unit 2 via a cross-tie line.
These amendments allowed continued operation of both units using the cross-tie until June 1, 1982, at which time it was anticipated that modification and repair of the Unit 1 loop "A" service water line could be completed.
The modification consists of a complete above ground rerouting of the 16 inch, safety-related and seismically qualified service water piping from the turbine building condensate pit to the reactor building basement HPCI room.
Due to the complexity of this modification, and the tight work schedule, we have determined that additional time will be required to complete this modification.
Although we expect to have the modification completed in all respects except for final installation of seismic restraints by June 6, 1982, minor Technical Specification changes will be necessary to allow continued operation of the units.

H. R. Denton May 20, 1982 Accordingly, Commonwealth Edison hereby proposes an expedited, temporary change to Operating Licenses DPR-29 and DPR-30.
The change requested is to revise the June 1,1982, date authorized by Reference (c) to July 1,1982.
All interim procedure changes and safety justifications discussed in References (a) and (D) still apply.
The prcposed changes are provided in the attachments to this letter.
These changes have been reviewed and approved by On-site and Of f-site review.
Pu rsuant to 10 CFR 170, Commonwealth Edison has reviewed the proposcJ umendments and determined that they consist of one Class III and one Class I request.
As such, a fee remittance in the amount o f $4,400 is provided.
Please address any questions you may have concerning this matter to this office.
Three (3) signed originals and thirty-seven (37) copies of this transmittal are provided for your use.
