1982, by the Atomic Safety and Licensing Board, the U. S. Nuclear Regulatory Con-mission has issued Anendment No. 3 to Construction Permit.No. CPPR-81 and Amendment No. 3 to Construction Peruit No.- CPPR-82, which were issued to Consumers Power Corpany for construction of Midland Plant, Units 1 and 2, located in Midland County, Michican.
The Board's Order, which imposes certain intertra conditions on the construction permits pentjing issuance of a Partial Initial Decision, was issued in connection with ongoing proceedings with respect to an Order issued by the NRC modifying the con-struction permits for the facility. Notice of these proceedings was published in the Federal Register on March 20, 1980 (45 FR 19214). An anended nottce was published in the Federal Register on May 28, 1980 (45 FR 35949).
The Comission has found that this action does not constitute an unose risk to the health and safety of the public, and is not inimical to the common defense and secu rity.
In addition, the issuance of these anendments will not result in any significant environmental inpact; and pursuant to 10 CFR Section 51.5(d)(4) an environnental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of the anendnents.
