OPERABILITY OF PUBLIC NOTIFICATION SYSTEMS

Background

The liatch public notificatin system consists of a radio transmitter at the plant which keys prepositioned weather radios within a 10 mile radius to warn the public or in the event of an emergency.

Messages for the broadcasts originate at the flational Weather Service (fNS) office in Savannah, Georgia, approximatelv 90 miles away.

The flWS office keys the plant transmitter via phone lines and the transmitter then broadcasts the emergency message in the local area.

Comnent This inspector recently discovered that the public notification system at Match has been inoperative for short intervals several times since it became operational on July 1, lidl.

Af ter discussions with the licensee, it was apparent that current NRC reporting requirements incumbent on this license do not require NRC notification when this occurs.

Reconwenda tions 1.

Due to the importance that NRC is. attaching to the initial installation of these systems, it would seem consistent that requirements for reportirg the instance and extent of system failures be in place for all facilities.

2.

Hatch has now instituted a separate log sheet to record system outages in order to evaluate system performance.

Maintenance of such a record at all facilities should be required.

3.

Required contingency actions by the license in the event the public notifi-cation system is inoperative should be consiqered.
