Interpretation of Technical Specification - Reporting Requirements when Special Reports Are Indicated in Action Statements - La Salle County Station, Unit No. 1 In Commonwealth Edison's letter dated April 24, 1982, it was requested that we review the interpretation that Commonwealth has made and provide you with our interpretation relative to the L a Salle Technical Specifications in which action statements such as:

"If the system is not returned to operable within days, in lieu of any other report required by Specification 6.6 A or 6.6 B, prepare and submit to the Commission within 30 days, pursuant to Specification 6.6 C, a Special Report outlining certain information. The provisions of Specification's 3.0.3 and 3.0.4 are not applicable."

It was indicated that Commonwealth Edison Company interprets thir wording to mean that if the system is inoperable but is restored to operation within the speciffed time period in the action statement, no report pursuant to Specification 6.6 C to the NRC it required.

If the system is not returned to operable within the specified time period, a Special l

Report shall be submitted within the specified time frame in lieu of any otner report required by Specification 6.6 A or 6.6 B.
