s da In accordance with your application dated January 11, 1982 and supplemen Harch 24,1982, and pursuant to Title 10, Code of Federal Regulations, Part 70 Special Nuclear Material License No. SNM-1174 is hereby amended to authorize an exception to License Condition 21 to allow the reduction of contaminated liquid volume in the ion exchange systems in Rooms 127 and B01 and the subsequent handling of contaminated naterials for disposal and as modified by the license conditions listed below:

License Conditions - Amendment No. 6:

1.

A Safety Analysis Report that presents a discussion and evaluation of the safety-related aspects of the proposed activity to include at a miniaun a description of the proposed ion exchange systens, including feed make-up, filtration, ion exchange, eluate disposition, controls for nuclear safety, and temperature, pressure and IX column liquid level controls, as well as adainistrative procedures to assure safe operation, shall be prepared. The Safety Analysis shall be, at the minimum, approved by the Health Physics and Safety Supervisor, the Staff Health Physicist, the Senior Environmental and Nuclear Criticality Specialist and the Manager of the Cimarron Facility.

Operating and auditing procedures shall be prepared providing the necessary details to assure that the activities are conducted in a safe and controlled manner, including the 0.1 mpc action level (10 CFR Part 20, Appendix B, Table II, Column 2) for Americiuu-241 and Plutonium alpha enitters for liquid discharge to the lagoon. These procedures snall be, at the ninimua, approved by tne above listed personnel. The procedures shall be reasonably available to those personnel involved in the proposed activity.

The exemption to the provisions of 10 CFR 70.24, that was granted under License Condition No.14 to the present license for standby operations, dated July 14, 1977, is deleted during the conduct of the activities authorized by this amendment.

All other cor.ditions of Spect d Nuclear flaterial License No. SN!1-1174 shall reaain the same.

For your information, a copy of the Safety Evaluation prepared in support of this amendaent is enclosed.
