The revised instructions for completion of Nuclear Material Transaction Reports, 00E/NRC Fom-741, which were effective April 1,1981, require neasured discard and inventory difference data to be inputted directly to MMMSS using the Fom-741.
Consequently, the need for this particular conthly report to the Region III Office has been superseded. Accordingly, we are deleting License Condition 6.2 of Amendment fiPP-3 to your License Ho. SUM-33, ef fective irrediately.
De aavised that an addendum to the revised instructions which specify time intervals for the discard and inven-tory difference report will be issued at a later date. Until that time, you should submit the respective report on a conthly basis to HMMSS via DOE /HRC Fom-741.
In addition to deleting License Condition 6.2, we are also deleting License Condition 6.4 of Amendment MPP-3 to your License Ho. SNM-33, ef fective irrnediately, which allowed the use of NRC Fom-284 The Governnent Accountino Office has informed the NRC that the use of this docement constitutes duplicate reporting and that such a practice should be eliminated. Therefore, you should follow the instructions contained in MUREG/BR-0006, " Instructions for Conpleting Nuclear !!aterial Transaction P.eports" and use the DOE /HRC Fom-741 as a "Huclear Material Transfer Peceint" in lieu of the NRC Fom-284.
As discussed with you in our recent telephone conversation, we will look forward to receiving a completely revised / updated Fundanental Muclear "aterial Control plan in the near futcr:: f::r th i,eniisiit ty of lininating additional current license conditions.
