o Region II - Suite 3100 RII: RCL 101 Marietta Street, NW 50-321/50-366 Atlanta, Georgia 30302 Inspection Report 82-07 ATTENTION: Mr. James P. O'Reilly Gentlemen:
The following information is submitted in response to Inspection Report 82-07 concerning the inspection conducted bf Lee Franklin of your office on Feb 22, 1982.
The following violation has been identified.
VIOLATION:
Environmental Technical Specification 5.6 requires detailed written procedures, including cpplicable check lists and instructions, shall be prepared and followed for all activities involved in implementing the environmental technical specifications.
Licensee Procedure HtP-7650 requires all data and results generated at the plant site be reviewed in a timely manner.
Contrary to the above, licensee procedure HNP-7650 was not adhered to in that numerous data sheets were not reviewed for one and two months.

RESPONSE
Admission cr denial of alleged violation--the violation occured as stated.
Reason for the violation--The violation resulted from the lack of a clear cut interpretation of the term " timely review".
There was no guidance available to the foreman or qualified individual that specified a definite time frame that should be used for performing review of completed data sheets.
Corrective steps which have been taken and results achieved--The deficiency has been corrected by establishing a time frame guidance for timely review of completed data sheets. The selected guidance should be adequate as there are other checks and/or programs in place which will i

All personnel have been instructed in the significance of timely reviews of completed data sheets.
Supervisors are also conducting spot checks to ensure effective enforcement. A significant improvement in the review process timeliness for ETS procedures has been achieved as a result of this guidance.
Corrective steps which will be taken to avoid future violations--to avoid further violations, completed data sheets will be checked for
" review" on a regular basis by a qualified individual.
