Gentlemen:

Please refer to your letters of April 13 and 15,1931 on the subjects of flRC-U clearances and jobs at your fa::ility requiring such clearances.

We have reviewed the information submitted with your letters and find it acceptable. However, because of current limitations on processing the applications for special nuclear material access authorizations, we are not extending formal approval of your amended Physical Security Plan at this time.

You should await that approval before submitting your applications.

As to your question regarding feed to accompany the applications, this issue was clarified when 10 CFR Part 11 was revised in a Federal Register Notice on February 4.1982. A copy of the revised paragraphs of Part 11 is attached for your convenience. Should you have any remaining questions on this latter subject, it is suggested that you contact Mr. Martin J. King, Division of Security on (301-427-4474).

We have determined that the revision to your Physical Security Plan attached to your letter of April 13, 1981 contains Safeguards Infonnation which must be protected a ainst unauthorized disclosure in accordance with the provisions of 10 CFR Part 73.21.

Sincerely, L. J. Evans, Jr., Chief Fuel Facility SG Licensing Branch Division of Safeguards, flMSS
