Dear Sir:
The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.
Due to the extensive investigation and evaluation required, an Interim Report is attached.
It is now expected that this information will be finalized by July 14, 1982, at which time a complete report will be submitted.

Potential Problem During a Field Engineering review of installation documents in preparation for cold hydro, it was discovered that numerous pipe support items did not have material certifications from either an ASME approved material manufacturer or material sup-plier. This condition is attributed to lack of understanding of ASME Code requirements by the crafts, in that the subject installed items were fabricated from Quality Class "Q" ASTM steel which was not purchased to the requirements of ASME III Class 2.
The responsible individuals did not understand that both ASME III Class 2 materials and Quality Class "Q" ASTM materials (which are purchased from a source not authorized by ASME) were available on the site, but that the latter material is not acceptable for ASME installations.
II.
Approach To and Status Of Proposed Resolution The responsible individuals have received instruction on this subject and have been made fully aware of the requirements.
Additional material controls have been implemented whereby each material certification is checked and verified when the material is being drawn from storage for installation, and then the com-pleted Construction Inspection Plan is checked af ter the instal-lation has been completed to reverify that the proper material was installed.
III.
Projected Completion of Corrective Action and Submittal of the Final Report Evaluation of this condition and submittal of the Final Report is forecast to be completed by July 14, 1982.
