SUBJECT:

SAFETY EVALUATION REPORT - AMENDMENT APPLICATION DATED APRIL 6,1982, RE DISPOSAL OF SOLID WASTE CONTAINING 30 PCI/ GRAM OR LESS URANIUM I.

Background

In the subject application, ENC requests authorization to dispose of solid waste containing uranium at non-licensed disposal facility.

II. Discussion ENC produces solid waste (currently a 50-50 mixture of calcium sulfate and calcium fluoride) with trace quantities of other elements, as well as low enriched uranium.

ENC proposes to dispose of this waste material in an unlicensed hazardous waste disposal site or a landfill operation (depending upon state law and site availability). The uranium concentration, which will be reduced to the lowest practicable level, will not exceed 30 pCi/ gram of waste.

The 30 pCi/ gram limit is in accordante with the intent of the Branch Technical Position in SECY 81-576, provided the following condition is satisfied:

The low-enriched uranium shall not exceed 30 pC1/ gram of dry solid waste material.

The uranium shall be essentially uniformly distributed throughout the waste material.

The license condition is necessary to assure that the uranium content is based on all the uranium in the waste, but that the limit is based only on the weight of the dry solid naterial (i.e., no free standing liquids).

The condition is not intended to apply to surface contamination for equipment and facilities subject to Annex C of the license.

MAY 13 1982 III. Conclusion and Recommendation The staff concludes that ENC can safely dispose of the solid waste containing low levels of low-enriched uranium. Approval of the application 'for amendment with the above conditions is recomended.
