Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation, and a request for a time extension was transmitted by Reference (B). At that time, it was estimated that a determination of reportability would be made by May 10, 1982.

Due to the extensive investigation and evaluation required, an Interim Report is attached.

It is now expected that this information will be finalized by June 10, 1982, at which time a complete report will be submitted.

INTERIM REPORT - DER 82-12 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)

PVNGS UNITS 1, 2 AND 3 1.

Potential Problem The Controls Discipline Field Engineer review of installation documents, in preparation for completing N-5 Code Data Reports, discovered that the 3D Clamps securing the instrumentation lines were not installed 19 accordance with the requirements of Instal-lation Specification 13-JM-702, Appendix B.

These requirements provide for thermal expansion of the tubing.

II.

Approach To and Status Of Proposed Resolution Nonconformance Report JX-512 will be dispositioned to review and rework all discrepancies to the requirements of the Installation Specification.

The Installation Specification will be clarified by issuance of a Specification Change. Notice to provide additional guidance for installing instrument tubing to compensate for thermal expansion.

III.

Projected Completion of Corrective ~ Action and Submittal of the Final Report Evaluation of this condition and submittal of the Final Report is forecast to be completed by June 10, 1982.
