Starting now we will' address correspondence from Region I to your attention. This practi~ce results from our experience wherein we found that it is important for senior licensee management to be directly informed of NRC inspection findings, enforcement actions or requests.
This action is not intended to suggest or recommend a change in the management structure or management direction in your organization.
Moreover, we plan to make changes in the near future with regard to distribution of inspection reports and copies of correspondence, The level of effort required has become significant and is constantly increasing as more individually addressed copies are requested of us.
Tia changes we will be making will reduce the effort required but will provide for appropriate dissemination of the information by licensee personnel. Our plan with regard to our distribution to licensees is that:
1.
All routine correspondence from the regional office will be addressed to a senior member of licensee management, as stated above.
2.
We will normally mail copies of correspondence to only two or l
three locations and with only a single addressee at each of these locations:

Corporate office b.
Licensed facility c.
Legal office (for those licensees who employ the services of a legal firm separate from their corporate organization) gU l

Multiple copies (where provided) will not be individually addressed.
The envelope containing the multiple copies will be addressed to a siDgle individual.
Internal distribution to other individuals within the licensee organization at each location is the responsibility of the licensee.
4.
Copies of correspondence will continue to be provided to parent companies or part owners of the licensed organization, if specifically requested.
We are somewhat flexible about the number of copies of correspondence, including inspection reports, which will be mailed to each location.
Generally, we would not expect to provide more than four copies to any one location.
Applying this plan to the Maine Yankee Atomic Power Company, we propose the distribution shown in the enclosure.
If you believe that this causes some unusual hardship or problem, please contact me.
