Introduction Construction Permit No. CPPR-ll8 was issued to the Mississippi Power and j.
Light Company and Middle South Energy, Inc. on ' September 4,1974 for the Grand Gulf Nuclear Station, Unit No.1, located at the Middle South Energy, Inc. site in Claiborne County, Mississippi. South Mississippi Electric Power Associates becate a member with the Permittees on May 1,1980.
In letters dated April 28, 1978, August 31, 1979 and September 25, 1979, Mississippi Power and Light Company, on behalf of itself and as an agent for Middle South Energy, Inc., requested that the latest completion date for the construction permit be extended from October 1,1979 to March 1, 1982. MP&L was granted such an extension in a letter dated October 30, 1979. MP&L further requested, in a letter dated January 8,1982, that i
the latest completion date be' extended to November 1,1982..
Discussion Mississippi Power and Light Company stated that the delay in completion of Grand Gulf, Unit 1, was due to the following factors:

Problems with pre-operational testing.

Final inspection and quality assurance work.
3.
Assuring that all applicable NRC requirements are met, including l
those resulting from the TMI-2 accident.

The staff believes that these factors constitute good cause for the requested extension. We have identified no significant hazards considera-tions in connection with the extension of thb construction ccmpletion date.

l The only environmental consequence of the proposed action will be the l
presence of the work force in the site area for a longer period. Since the staff previously determined (.CP-FES, P4.4) that the environmental impact of the presence of the work force in the site area was minimal, f
its continued presence in the area during the extension period would be i
environmentally benign, particularly since the site area hill have made the. environmental adjustments to the impacts previously evaluated by the staff as minimal.
In addition, we find that because the request is only for additional time to complete construction of a facility whose gcneral design and design criteria have already been reviewed and approved, neither the probability nor the consequences of postulated accidents previously considered will be increased, nor-will any safety margins associated with this facility be decreased. Therefore, we find that (1) this action does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of-the public will not be endangered by extension of the construction completion date, (3) the issuance of this order for the extension of a permit for the construction of the facilities will not be inimical to the common defense and security, and (4) good cause exists for issuance of an Order extending the completion date.
Conclusions Accordingly, issuance of an Order extending the latest completion date for construction of the Grand Gulf Nuclear Station, Unit No.1, to November 1, 1982 should be authorized.
