TURBINE DISC INSPECTION SCHEDULE NORTH ANNA POWER STATION - UNITS 1 AND 2 In legal papers filed with the Atomic Safety and Licensing Appeal Board, Virginia Electric and Power Company has, at least by implication, agreed to inspect the turbine discs at its North Anna Power Station for cracking on a schedule to be determined by criteria developed by the Westinghouse Electric Corporation, the turbine vendor.
This letter constitutes Vepco's commitment to that effect.
Vepco will perform an ultrasonic inspection of the discs on the low pressure turbines at North Anna Units 1 and 2 on a schedule calculated by Westinghouse i
in accordance with Westinghouse's " Criteria For Low Pressure Nuclear Turbine Dise Inspection," MSTG-1-P, which was Applicant's Exhibit V-1 submitted to the Appeal Board.
Unless the NRC Staff first approves an alternative basis, i
Vepco will base its inspection intervals on the disc that gives the shortest interval for the Unit involved regardless of whether that disc would be contained by the casing in the event it were to generate a turbine missile.
This means that the next inspection of the turbine discs will take place 34.9 operating months after the last inspection for Unit I and 32.5 operating months for Unit 2, as indicated in the attached letter from Westinghouse of January 26, 1982.
As we pointed out in our letter to Mr. Harold R. Denton of September 22, 1981, Serial No. 546 (Applicant's Exhibit No. V-5 submitted to the Appeal Board),
the calculated inspection intervals may on occasion be less than or longer than a scheduled fuel cycle.
In that event Vepco will seek Westinghouse's guidance for scheduling the next inspection so as to coincide with a scheduled outage.
Vepco will not operate beyond any calculated inspection interval (based on the worst-case disc, contained or not) without first obtaining an j
extension from the NRC Staff.
