This refers to the inspection conducted by Mr. R. F. Fish of this office
on March 25 - April 20,1982 of activities authorized by flRC License
llo. DPR-54, and to the discussion Mr. Fish had with Mr. P. Oubre' of
your staff at the end of the site visit on March 25, 1982.
It also
concerns your January 8,1982 reply to Item 10 (site meteorological
instrumentation) of Appendix A to our llovember 5,1981 correspondence
that discussed the findings of the Emergency Preparedness Appraisal.
Areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, inter-
views with personnel, and observations by the inspector.
flo items of noncompliance with flRC requirements were identified within
the scope of this inspection.
Based upon this inspection, including the telephone discussions described
in paragraph 6 of the attached inspection report, it is our understanding
that you will take the following corrective actions within the identified
times.
1.
A new cable will be laid between the base of the meteorological
tower and the Auxiliary Building to provide a reliable capability
to transmit the meteo.ological data to the computers in the Control
Room. The cable work will be completed by May 1, 1982.
2.
The offsite dose calculation procedures used by TSC and E0F personnel
will be modified to provide additional guidance to be used when the
site primary meteorological data is unavailable, e.g. use of ARAC

If our understanding of the corrective actions as described'above are
not correct, you should contact this office promptly. Also, please
inform us in writing when these corrective actions have been completed.
In accordance with 10 CFR 2.790(a), a copy of this letter and the
enclosure will be placed in the NRC Public Doctsnent Roma unless you -
notify this office, by telephone, within. ten days of the date of this .
letter and submit written application to withhold infonnation contained
therein within thirty days of the date of this letter.
Such application
must be consistent with the requirements of 2.790(b)(1).
