Mr. Homer Read Administrator 702 South Ba11enger Highway Flint, Michigan 48502 Gentlemen:
.2 This refers to the routine safety inspection conducted by Ms. P. J. Whiston of this office on March 25, 1982, of activities authorized by NRC Byproduct Material License No. 21-15131-01 and to the discussion of our findings with Ms. Marion Worth at the conclusion of the inspection.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's, rules and regulations and with the conditions of your license. The inspoc-tion consisted of a selective examination of procedures and representative records, observations 4 nendent measurements, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in the enclosed Appendix.
A written response is required.
In addition to the above areas, the inspector examined the actions described in your letter dated June 19, 1979, regarding apparent items of noncompliance found during our May 22, 1979, inspection of License No. 21-15131-01. Your letter described the action which would be taken to avoid further noncompli-ance; however, during the course of this inspection our inspector identified a repeat item of noncompliance as specified in the attached Appendix, Item No. 1.
In your response to this item of noncompliance, please describe why your proposed corrective action is expected to be more successful in preventing future or similar noncompliance than the corrective action specified in your June 19, 1979 letter.
The responses directed by this letter (and the accompanying Notice) are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
