O I request that the referenced license be amended to 2
t of un-irradiated plutonium authorized from 1.9 Kg to 0.9 Kg.
page A-5 of the license application document, BAW-381, Demonstration and Conditions for License SNM-778, is attached for your insertion into the document.
The present limit of 1.9 Kg causes the Lynchburg Research Center to be termed a " plutonium process and fuel fabrication plant", pursuant to 10 CFR 140.3(h),
which is no longer an appropriate description of this facility.
The present inventory of unirradiated plutonium is 312 grams and I do not anticipate that this inventory will exceed the 0.9 Kg proposed limit in the forseeable future.
Retaining the former limit resulted in the payment of a $5000 per year fee for indemnification.
The present and future scope of plutsaium fuels research no long requires the level of financial protection specified in 10 CFR 140.13a and by reducing the possession limit to the proposed level we will save the indemnification fee.
I am also attaching a check in the amount of $150 to cover the fee for this administrative amendment.

A.4.1 Unirradiated Plutonium Research and development activities utilizing plutonium shall be confined to the following-1.
Research and development of analytical chemistry techniques and procedures.
l 2.
Preparation of irradiation and test samples.
3.
Scrap recovery.
l 4.
Research and development of sintering process techniques.
5.
Fuel characterization.
6.
Perform studies of the conversion of plutonium nitrate to plutonium oxide.
A.4.2 Pyrophoric SNM Research and development or processin,; of special nuclear material in pyrophoric form is limited to quantities not exceeding 200 grams of U-23:i, U-233, or plutonium. Pyrophoric SNM is finely divided U-233, U-235 or Pu metal powders no greater than 0.044 mm in diancter.
g A.4.3 Plutonium-238 Research and development or processing of plutonium containing greater than 12% Pu-238 shall be performed in the hot cells.
A.4.4 Uranium Hexafluoride The LRC is restricted from processing or conducting research and development utilizing uranium hexafluoride.
