DEFINITION OF STANDARDIZED PLANT In your memorandum dated May 3,1982, you requested that the staff coment i
on the potential problems associated with the definition of a standardized plant as:
1 "an essentially complete final design for a whole nuclear power plant intended for use at multiple sites,"

and suggest any modifications to that definition.
We perceive two potential problems with this definition; first, the extent t
to which the desfgn should or can ba "whole" and, second, whether the design must be " intended" for use at multiple sites.
I With respect to the phrase "whole nuclear power plant," the prop (both NSSS osed defini-tion would appear to exclude standard reference system designs l
i and 80P) that are currently permitted in the Commission's policy statement l
of August 31, 1978 and 10 CFR 50, Appendix 0, since they are only designed e
for portions of a plant.
In addition, there are some structures and systems that must be designed for site specific characteristics (e.g., water intake structuresandassociatedcondensatecoolingsystem)and,therefore,there is a limit to the extent to which the design can be "whole." We believe f
that the sxtent to which a standardized plant design, for the purposes of the Act, must be for a whole plant is a policy decision for Commission con-sideration.
From a technical standpoint, the more "whole" the design is, the better since this would reduce the safety significance and number of interface problems that must be considered by the applicant and the staff.
With regard to the second potential problem, if the design must be
" intended" for use at multiple sites, then replicate plants would appear to be excluded from the coverage of the Act. Replication is also currently permitted by the Commission's policy statment of August 31, 1978, and there l
has been an ongoing interest by the industry to retain this option.
If the Commission intends to permit replication under the proposed Act, then explicit provisions would probably have to be included in the body of the f[O, Act as well as the definition of a standardized plant.
