McGUIRE NUCLEAR STATION NEWS RELEASES i

OBJECTIVE To convey to the public accurate and factual information on its operations, the Company frequently issues official releases of such information to the news media.

APPLICABILITY It is the responsibility of the Corporate Communications Department to prepare and issue all of the Company's official news releases after receiving complete

and accurate information from the Department (s) involved.

The Steam Productiot Department will provide the necessary information to Corporate Communications for all news release items involving the operations of the Corp:ny's present nuclear generpting facilities. News releases may involve matters such as equipment or unit outages, serious personnel accidents, i

damage to equipment during natural (or other) disasters, etc.

News Releases Concerning Generating Unit Outages The System Operation Support Section of the Operation and Maintenance Group has the responsibility for obtaining from I

station personnel the necessary information on generating unit i

outages and conveying it to the Corporate Communications Depart-meni for preparation of news releases.

A news release will be issued any time McGuire Nuclear Station is shutdown under the three following conditions:

(1) A non-scheduled shutdown that is expected to last more than four days.

(2) Any shutdown resulting from failure of or damage to safety related equipment that is expected to last one t

day.

(3) Any damage to any safety related equipment in the t

I plant, if the time to repair this equipment is likely l

to exceed technical specifications for time allowed for maintenance.

above three (3) categories, Steam Production will inform the i

NRC's Regulatory Of fice in Atlanta with all known facts and supply the same facts to Duke Corporate Communications Depart-ment. Corporate Communications will make any release available to the Associated Press, United Press, United Press International, Nuclear Regulatory Commission's Public Information Officer in Atlanta and the Atomic Industrial Forum if necessary.

Steam Production will make the same release available to the Production Division Manager and immediately send a copy to the station.

News Releases Concerning Other Aspects of Station and Departmental Operation (1) The Station Manager or Operations Duty Engineer should contact a member of the Corporate Communications Department and provide them with available information concerning any incident they perceive as requiring a news release.

The release will be made by Corporate Communications, unless specific authorization is given to McGuire Nuclear Station management to do so.

,j case, the news release will be prepared by Corporate Cemmunications and conveyed, usually by fastest means (telephone or teletype) for immediate release by the Station Manager or Operations Duty Engineer. During emergency conditions described in the McGuire Emergency Plan, news releases from the Crisis News Center will provide information to the media. During the " Notification of Unusual Event" emergency conditions, the Emergency Coordinator shall contact the Corporate Communications Department in accordance with McGuire Procedure EP/0/A/5000/05, Notification of Unusual Event.

(2) Unless specifically authorized to release information, Station Management should refer all inquiries from news media to Corporate Communications.

In any case, reporters should be handled in a friendly and courteous manner. The Station Manager or Operations Duty Engineer should be notified that a request for a news release was referred to Corporate Communications. The Station Manager or Operations Duty Engineer should assure that a Corporate Communications member is contacted and given available information that would be valuable in forming a news release.

If a member of Corporate Communications cannot be contacted the Station Manager or the Operations Duty Engineer may authorize a news release using the News Release Form (Attachment 1).
