DRAFT EIS FOR SEABROOK w

On May 4, 1982, I received a call from Ron Ballard, Chief, Environmental Engineering Branch, DOE regarding our policy on providing working drafts of EIS's to applicants.

I indicated to Ron that we had no such policy and that providing working drafts of EIS's was contrary to our practice.

Upon further discussion, Ron indicated that the Seabrook applicant may have received a working draft.

I indicated that I would look into the matter.

I then discussed the issue with, L. WhMler (" Duke"), Seabrook Project Manager. Duke indicated that he did provide a copy of a working draft of the Seabrook EIS to Yankee Atomic.

I indicated to Duke that providing such a draft was contrary to our practice.

I asked Duke to provide me a memorandum indicating that a working copy of the EIS had been provided to Yankee Atomic, the extent and nature of the comments received and the disposition of the comments (see enclosed).

On May 5, 1982, I called R. Ballard and we discussed the information in Mr. Wheeler's memorandum. Mr. Ballard confirmed that the coments received were essentially typographical errors and the technical content of the staff evaluation was not changed.

I recommend that copies of this memorandum be placed in the docket files, the PDR and LPDR.

I am providing a copy of this memorandum to the Branch Chiefs in Licensing, and suggest that they remind their Project Managers of our practice and policy regarding working drafts of EIS's.
