RELATED TO AMENDMENT NO. 44 T0' FACILITY OPERATING LICENSE NO. DPR-43 WISCONSIN PUBLIC SERVICE CORPORATION WISCONSIN POWER AND LIGHT COMPANY MADIS0N GAS AND ELECTRIC COMPANY KEWAUNEE NUCLEAR POWER PLANT f

DOCKET N0. 50-305 Introduction By letter dated February 20, 1981, Wisconsin Public Service Corporation (the licensce) submitted their proposed Amendment No. 45 to the Technical Specifications for the Kewaunee Nuclear Power Plant.

The proposal requested changes in respect of Environmental Monitoring for radioactive effluents and the routine testing of plant environs.

Each of these requested changes has been evaluated to establish the particular features, and related safety and environmental impacts, and the necessary safety conclusions have been drawn. The results are presented below:

Evaluation The staff has reviewed the proposed changes to the Technical Specifications requested for the Kewaunee Nuclear Power Plant and finds the submitted information to be acceptable.

The justifications for this recomendation follow:

Change Section 4.10.b to read:

" Reports shall be submitted in accordance with Section 6.9 of the Technical l

Specifications."

RIS has verified that the present reference to Section 6.6.d is incorrect and should be changed as indicated.

Delete ion chamber measurements for ambient Beta-gama radiation in Section C.1 of Table 4.10-1.

Only TLD's are required by the Radiological Assessment Branch Technical Position on Radiological Environmental Monitoring. Consequently, the change is consistent with our requirement.

Delete Section N of Table 4.10-1 which requires the collection of bottom organisms from Lake Michigan for radiological analysis.

Due to their scarcity, these organisms contribute negligibly to the food pathway. Therefore, this change is consistent with the requirements of RAB's Branch Technical Position.

Change Table 4.10-2, Relocation of dairy sampling station Location _K-6 to " Farm - 6.7 miles WSW of site."

The original farm at 6.0 mi WSW of site no longer exists and a new location needs to be established. This change is also consistent with the granch Technical Position.

The above proposed changes will not reduce the overall effectiveness of the Operational Environmental Radiological Surveillance Program of the Kewaunee Nuclear Power Plant.

Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concluded that the amendment involves an action which is insig-nificant from the standpoint of environmental impact and, pursuant to 10 CFR 351.5(d)(4), that an environmental impact statement or negative decla-ration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion We have concluded, based on the considerations discussed above, that: (1) because the amendment does not involve a significant increase in the.proba-bility or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a i

significant hazards consideration, (2) there is reasonable assurance that the j

health and safety of the public will not be endangered by operation in the i

proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be

inimical to the common defense and security or to the health and safety of the public.
