y The reference (1) letter forwarded various procedures covering the storage, handling, inspection, preparation and radiation monitoring associated with the unirradiated new fuel assemblies at Shoreham Nuclear Power Station (SNPS).
These were submitted for your review and approval as required prior to issuance of a Part 70 License in accordance with a stipulation agreed to by the North Shore Committee Against Thermal and Nuclear Pollution, NRC Regulatory Staff, and Long Island Lighting Company dated September 18, 1979.
The below listed procedures have been revised in accordance with your comments and twelve (12) copies are forwarded herewith:

SP 58.001.01 Rev. 5 - Receipt, Inspection and Channeling of Unirradiated Fuel b)
SP 58.007.01 Rev. 4 - Inventory Status and Control of Special Nuclear Material (Temporary procedure change notice TPC No. 82-0010 relating to security for incore detectors has been included for completeness).

April 30,-1982 SNRC-699 Page 2 Additional security procedures have been prepared, addressing NRC comments on SP 92.004.01, which was reviewed-by NRC I&E at the Shoreham site.
The following procedures have been written and approved to replace SP 92.004.01:
a)
SP 92.003.02, Rev. 0 - Security Measures for the Protection of New Fuel-Assemblies b)
SP 99.001.02, Rev. 0 - Contingency Procedure for Threats to Steal or Theft of Special Nuclear Material In view of the fact that these security procedures are classified as " safeguards information", they have not been included with this letter.
Also enclosed are twelve (12) copies of procedure SP 68.003.01 Rev.
3, Receiving Radioactive Materials.
This procedure was transmitted to you for review via telecopier on March 11, 1982.
Relative to this procedure, a fuel assembly is considered conta-minated if the coitamination survey levels are equal to or greater than the values noted in Section 8.3.3 of this procedure.
In such a case, the fuel assembly is treated in accordance with Section 8.3.5 of this procedure.
We trust that this responds to your comment in this regard.
Other procedures had been transmitted via the reference 1 letter and there were no comments.
These procedures have not been revised and your copies remain current.
In addition to the procedures, also enclosed are revised pages 5, 8 and 12 (twelve copies of each) of Shoreham's " Application for a License to Receive, Possess and Store Unirradiated Fuel Assemblies" which had originally been submitted via the reference 2 letter.
General Electric Service Information Letter No. 152 (twelve copies) is also included as justification for permitting up to three bundles, with appropriate spacing, to be out of a normal storage area at any one time.
Based on the information contained and referenced herein in combina-tion with'other information contained in References 1 and 2'and proof of financial protection transmitted via References 3 and 4, prerequisite requirements have been fulfilled such that the NRC
