Thank you for your letter of September 8,1981, submitting your " Final Report Concerning Beam to Column Connection Design in the Reactor Containment Building."

From our myiew of the submitted report, we find that you have not provided sufficient information to pemit analysis and evaluation of the corrective action as required by 10 CFR Part 50.55(3). Specifically, since the finalization of specific design loads, the completion of the reanalysis, and the completion of the redesign and modification efforts have not been completed, your report lacks finality, in that it does not include the results of the as yet to be completed actions. This lack of detail is brought to 11ght in the following example. You state that since the internal steel columns were designed initially to carry only vertical and local eccentric loads, the horizontal seismic loads will be transferred to the Secondar,d9 Shield wall and the concrete floors. It is not clear whether the design of the Secondar be affected by the imposition of the additional'dy Shield wall or the floors will loads. The same question arises from the proposed application of the Reactor Containment Fan Cooler Duct Design Pressure Load to the Secondary Shield wall.

Your final mport, in addition to addressing the proposed modifications, should state the scope of the design error, the design inputs which have finally been considered and the msultant stresses and safety margins which have been assured.

Specific design calculations and modification details should remain available for review by this office during a follow-up inspection.
