This refers to the routine safety inspection conducted by Mr. H. Nicholas of

this office on March 23-26, 1982 at the Susquehanna Steam Electric Station, Unit

1, Salem Township, Pennsylvania of activities authorized by NRC License No.

CPPR-101 and to the discussions of our findings neld by Mr. Nicholas with Mr. H.

Keiser and other members of your staff at the conclusion of the inspection, and

to a subsequent telephone discussion between Mr. H. Nicholas and Mr. E. Figard

on April 2, 1982.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.

These violations have

been categorized by severity level in accordance with the NRC Enforcement policy

(10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987)

dated March 9, 1982.

You are required to respond to this letter and in preparing

your response, you should follow the instructions in Appendix A.

With respect to Appendix A, we note that yca have corrected Item No. 3 and

therefore you need not address yourself to this matter in your response.

The responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.

Item 1 in Appendix A is a repeat violation for not verifying that FSAR commit-

ments are met during preoperational testing.

The previous violations were

forwarded by our letters dated September 11, 1980 and April 23, 1981. Your

October 16, 1980 reply stated that the cited preoperational tests would be

corrected and that Test Review Board (TRB) members had been reminded of their

responsibility and directed to incorporate FSAR requirements in preoperational

test procedures.

Your May 14, 1981 reply stated that the cited preoperational

tests would'be revised,- that Plant' Staff Engineering comprehensively reviewed

preoperational tests and their adherence to FSAR commitments, that the TRB had

been reorganized to ensure proper rasolution.ofs preoperational test comments,

and that the TRB had been alerted to the~need for more. complete review. -The

recurrence of this Violation indicates that your corrective" actions had not been

effective.

Since failure to preventdecurrence is potentially serious, please

give thi s matter special consideration in your reply.
