This refers to the inspection conducted by Messrs. L. E. Martin and W. S.
Schum of our staff during the period March 1-5, 1982, of activities authorized
by NRC Construction Permit No. CPPR-103 for Waterford Steam Electric Station,
Unit No. 3, and to the discussion of our findings with Mr. T. Gerrets and
members of your staff at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with personnel, and observations by the inspectors.

vering this inspection, it was found that certain of your activities were not
conducted in full compliance with NRC requirements and your commitments to the
NRC.
Consequently, you are requested to respond to this matter in writing.
Your response should be based on the specifics contpined in the Notice of
Violation attached to this letter.
Of concern is your failure to take prompt
corrective action to correct identified problems dealing with Quality and
failure to follow procedure in maintaining required cleanliness of and access
control over the reactor vessel and internals and your failure to perform care
and maintenance of installed equipment.
One new unresolved item is identified in paragraph 6 of the enclosed
report.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
will be placed in the NRC Pu~.,lic Document Room unless you notify this office,
by telephone, within 10 days of the date of this letter and submit written
application to withhold information contained therein within 30 days of th r g

Such application must be consistent with the
