Dear Mr. Withers,
This is in response to your letter of flovember 23, 1981, in which you transmitted a request for exemption from 10 CFR 73.55(d) for the Trojan Nuclear Plant. Based on our review, we find that the construction of the guardhouse satisfies the regulations contained in10CFR73.55(d)(1). Therefore, no exemption is required.
