o COOPER NUCLEAR STATION DOCKET NO. 50-298 MONITORING OF ELECTRIC POWER TO THE REACTOR PROTECTION SYSTEM (RPS)
Introduction and Surnary Our concerns regarding the deficiencies in the existing desig'n of RPS power monitoring in BWRs was transmitted to Nebraska Public Power District (NPPD) by NRC generic letter dated September 24, 1980.
In response to this, by letters dated December 2,1980, May 15,1981, September 29, 1981 and a telecon dated February 17, 1982, NPPD proposed design modifications and changes to the technical specifications. A detailed review and technical evaluation of these proposed modifications and technical specifications changes were performed by Lawrence Livermore laboratory (LLL) under contract to the NRC, and with ~ general supervision by NRC Staff. This work is reported in LLL report UCID-19128 " Technical Evaluation of the Monitoring of Electric Power to the Reactor Protection System" dated March 1982 (attached). We have reviewed this technical evaluation report and concur in its conclusion that the proposed design modifications and technical specification changes are acceptable.
Proposed Changes and Evaluation Criteria The following design modifications and technical specification changes were proposed by NPPD:
1.
Installation of GE designed protection assemblies, two in each of the four sources of power to the RPS (RPS M-G sets A and B and the two alternate sources). Each assembly includes a circuit breaker and a monitoring module consisting of an undervoltage, overvoltage and an underfrequency sensing relay.

NPPD also proposed the addition of trip setpoints, limiting condition for operation and surveillance requirements in the technical specifi-i I
cation associated with the design modifications cited above. The time dela/ to the trip setpoints will be verified by GE before incorporating in the technical specifications.

ability", of Appendix A to 10 CFR 50; IEEE-279-1971, " Criteria for Protec-l tion Systems for Nuclear Power Generating Stations"; and NRC memorandum from F. Rosa to J. Stolz, T. Ippolito and G. Lainas dated February 19, 1979.
Conclusions We have reviewed the LLL Technical Evaluatica Report and concur in its

i findings that (1) the proposed modifications will provide automatic protectioin to the RPS components from sustained abnormal power supply and (2) the proposed changes to the technical specifications include acceptable
.f Limiting Conditions for Operation (LCO) and periodic testing in accordance jf with the standard technical specification for BWRs. Therefore, we ll conclude that NPPD's proposed design modifications and changes to tech-nical specifications are acceptable.
