Dear Mr. Denton:

Commonwealth Edison hereby requests a change to Facility Operating License Nos. DPR-39 and DPR-48.

Changes are requested to Technical Specification Section 4.3.3.A.1 (page 95) a nd Ta ble 4.14-1 (page 252) regarding radiation monitors.

These changes replace existing radiation monitors with those being installed to meet NUREG 0737 requirements.

The modification that addresses NUREG 0737 item II.B.3 replaces radiation monitors RE-0011 A and RE-0012 A with monitor ORIA-PH40.

The proposed change deletes reference to monitors RE-0011A and RE-0012A in Section 4.3.3. A.1 and Table 4.14-1 and replaces them with monitor ORIA-PR40.

This monitor samples the containment atmosphere for particulates, gases and iodine and performs the same control functions as the two monitors it replaces.

The new monitor is both more sensitive to low level activity and is capable of monitoring higher fields than the existing devices.

Both the old and new devices are powered from an essential service power supply.

Also, Section 4.3.3.A.1 has been changed to require shiftly monitoring versus the existing requirements of continuous monitoring.

This change is in accordance with Standardized Technical Specifica-tion 4.4.6.2.1.a (NUREG 0452, Rev. 4).

The modificaton that addresses NUREG 0737 item II.B.2 replaces radiation monitors ORT-PROI A, ORT-PR01B and ORT-PR17 with monitor ORI A-PR29.

The proposed change deletes reference to monitors PROl A, PROlB and PR17 in Table 4.14-1 and replaces them with monitor ORI A-PR29.

This monitor, PR29, samples the control room air supply from the outside air for iodine, particulates and noble gases.

On an alarm from PR29, the air supply is transferred from the outside air to the turbine building and routed through charcoal filters.

H. R. Denton May 6, 1982 As described in reference (a), approval of these changes is necessary before the new monitors can be placed in service to satisfy the NUREG 0737 requirements.

Pu rsuant to 10 CFR 170, Commonwealth Edison has determined that the proposed amendment is a combined Class II and Class I amendment.

As such, Commonwealth Edison has enclosed a fee remittance of $1,600 for this proposed amendment.
