t!RC C0!(TRACTOR VISIT TO RANCHO SECO Battalle, Pacific florthwest Laboratories (Pill) has been contracted by the flRC to perfom a study of " Leakage Sources Outside Containment".

As part of this stucty, an indepth analysis of three operating reactors, including Rancho Seco, is taking place. Pfil has completed its review of plant drawings supplied by SMUD, and has identified areas that are candidates for leakage paths outside the containment.

As previously discussed with neebers of your staff, please grant the following individuals access to vital areas in the Rancho S :o plant on !!ay 6,1982 flame Affiliation Mark McClean Battelle, PflL Ton H. Hall Ulic l'uclear Industries Social Security and security clearance identification numbers for the above individuals are provided in the enclosure to this letter. As evidenced by their "Q" and "L" clearances, the above individuals are deemed by the flRC to be suited for entry it to vital areas of the plant.

Access into these vital areas is necessary so that actual piping con-figurations of possible leakage paths can be detemined.
