Inspections of contractor quality assurance orograms should include an
' audit of 255 of their work and inspection crocedures against scecific recuirements in the applicable codes, standards and specifications.
Additionally, the scope of inspections should include reviews of licensee's efforts to assure tnat contractors are adequately prepared before performing safety related activities.

Status of Action From Previous Acoraisals Corrective actions or. management problems identified during the June 1978 enforcement conference (IE Inspection Reports 78-04 and 78-05) were examined during the February 1979 mid-term QA inspection (IE Inspection Report 79-02).
During this ceriod, it appears that the results of these corrective actions were not wholly effective in correcting the problems.
(See Attachment #4).
Inspections will continue to focus on these identified management problems and the licensee's efforts to correct same.

Appraisal Date May 7,1980 1.
Escalated Enforcement Action Based on concerns associated with the sacrificial shield wall, pipe whip restraints, and other recent construction activities, escalated enforcement action has been initiated.
The enforcement action includes a civil penalty and specifies specific licensec actions which are expected.
Rationale for the proposed licensee action is provided in Attachment 1.

Insucclion Program Changes (include _ increased or decreased frecuency)
Increased inspection effort is.to be initiated in the areas of Quality Assurance, management, training, safety related structures, pipe supports, electrical equipment, electrical (trays and wire), and instrumentation.
Rationale for the increases is provided in Attachment 1.

.g, A meeting with Licensee management is scheduled for May 20, 1980 at the Licensee's lleadquarters in Richland, Washington.

Status of Action from Previous Appraisals While the licensee has taken action on flRC comments from previous appraisals these actions have not been wholly effective.
Accordingly, the escalated enforcement action has been proposed and increase inspection effort is to be initiated.
