April 28, 1982 Docket 140.: 50-537 APPLICANT: Department of Energy. TVA and PHC FACILITY:
Clinch River Breeder Reactor
SUBJECT:
SUleMRY OF APRIL 1,1982 CRBR REVIEW HEETIt4G On April 1,1982, the CRBRP applicants met with the llRC staff to present an overview of PSAR Section 6.2, " Containment Systems," and to respond to flRC staff questions. The applicants presented the detailed descriptions of the containment / confinement functional design, the containment isolation system, and system testing procedures specifically addressing type "c" testing of valves.
The containment / confinement functional design assures that an acceptable upper limit of leakage of radioactive material is not exceeded under design basis accident conditions. This system is specifically designed to meet 10 CFR 100 and the applicable CRBRP Design Criteria listed in PSAR Section 3.8.2.
The containment isolation system provides the means to close valves in lines penetrating containment. This assures that the containment provides l
the required barrier to release of radioactive gas or particulate matter.
The testing of containment and appurtenances will be conducted periodically l
to assure the integrity of the on-line systems. The testing mechanism j
will apply the requirements of 10 CFR 50, Appendix J, and other applicable standards.
l l
The staff reviewed containment penetration drawings for conformance to containment isolation criteria. The staff indicated further review l
would be necessary to establish the limits for containment purge during nonnel plant operation.
