SECY-81-498 - ROUTING POLIg FOR SPENT FUEL SHIPMENTS t
This is to advise you that the Commission (with all Commissioners approving) has approved the staff position contained in the subject paper with the wording of the Recommendations modified to read as follows:
"a.
deferring a decision to require NRC licensees to follow DOT routing criteria until the effective date of the DOT rule.
b.
accepting state decisions concerning the use of state designated non-interstate routes for spent.
fuel shipments unless staff determines that there is a significant safety or safeguards weakness in the state designated route.
The staff will inform the Commission of their determination to overrule the State decision."
The Office of Nuclear Material Safety and Safeguards was informed of.this action by telephone on September 29, 1981.
