South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Transfer of Responsibilities at STP The Transition Program Description, which was transmitted to you by our letter dated December 11, 1981, described the process being utilized to trans-fer Architect / Engineer and Construction Management responsibilities from Brown & Root, Inc. (B&R) to Bechtel.
It also noted that construction responsi-bilities would be transferred from B&R to a new constructor, since designated as Ebasco Services, Inc. (Ebasco).
On February 16, 1982 following the approval of the South Texas Project Revised Quality Assurance Procram Cescription by the NRC on February 12, 1982, HL&P approved the Bechtel Project Quality Program Manual. By April 1, 1982, Bechtel and Ebasco had assumed responsibility for all safety-related caretaker and maintenance activities at the STP site and had also assumed responsibility for future construction activities. On April 30, 1982, Bechtel assumed respon-sibility for providing the architect engineer services for STP.
B&R, while no longer responsible for providino architect engineer and construction services after the above mentioned dates, will provide special support services to Bechtel in the areas of documentation collection and turnover as well as se-lected engineering assistance to Bechtel to accurately communicate the B&R design basis.
Further information concerning the tran;fer of responsibility will be sub-mitted to you as part of future updates to che FSAR.
If you have any questions, please contact Mr. Michael E. Powell at (713) 877-3281.
Very truly yours,
' Y.
