Dear Mr. Keppler:

Deficiency 81-04 10 CFR 50.55(e)

Certifications HVAC Materials On October 2, 1981, Illinois Power verbally notified Mr. H.M. Wescott, NRC Region III, of a potential reportable deficiency per 10 CFR 50.55(e) concerning inconsistencies in the certification for Clinton Project HVAC Materials (ZACK).

On February 3, 1982, Illinois Power submitted an interim report (ref: IP letter, U-0413 dated February 3, 1982) wherein Illinois Power requested an additional 90 days to complete our investigation of this potential deficiency.

Our investigation of this matter is still in progress, and this serves as an interim report per 10 CFR 50.55(e)(3).

Zack Company has been providing Baldwin Associates / Illinois Power periodic reports of the status of their efforts in resolving this matter.

As of April 29, 1982, a total of three hundred ninety-eight (398) Material Certification packages applicable to the Clinton Project have been reviewed for acceptability, of which fifty-three (53) presently contain discrepancies.

Zack is methodically attempting to resolve these discrepancies and is preparing a final report on this matter for submittal to

Upon receipt of this report, an evaluation will be made of any nonconforming conditions identified, and a detailed analysis of safety implications will be accomplished.

to give an overall status of this potential reportable deficiency.
