FEMA ACTIONS TO QUALIFY ALERTING AND NOTIFICATION SYSTEMS AGAINST NUREC 0654 /FE'M 9EP-1 SCOPE The intent of this guidance is to set the policy for FEMA actions which support and implement specific tachnical requirements of Appendix 3.
Appendix 3 covers the entire operation of the alerting and notification systems including co:etun-ication exchange and protocols, agreement among parties including provisions for use of the Emergency Broadcasting System (EBS) and /or the National Oceanic and Atmospheric Administration (NOAA) radio, initial approval and periodic testing of the entire system or sub-parts thereof, and for maintenance and any required upgrading required as a result of operating experience.
Message con-tent will be covered by additional guidance.
RESPONSIBILITIES (1)
FEMA Headouarters intends to engage and administer a contract for ADP services which will include the mailing to and receipt from the public in the 10 mile emergency planning zones (EPZs) of each stwation of public survey instru-ments. The results will be made available to the Regions in a timely manner.
Headquarters will receive master files from all sites through the ADP centractor for research purposes, and will periodically publish reports on the aggregate data base developed by the survey technique.
Headquarters will issue recommendations on policy concerning "BS an,d NOAA radio and coordinate national arrangements with other agencies, and will assist the Regions in making policy determinations on specific problems requested by the FEMA Regions.

FEMA Regions will review all technical submission on alerting and notifi-cation as part of the continuing overview of State and Local plans.
Because of the timing of installations following the July 1, 1981, deadline in the NRC Rule, finding and determinations may be submitted separately as amendments or in response to conditions imposed by FEMA Rule 44 CFR Part 350, Section 14.
FEMA Regions will make preliminary determinations of adequacy upon submission by 5 ate and Local official of the alerting and notification systems worked out with each NRC licensee site Regional finding and determinations will be based on the public survey instrument data collected by the ADP contractor.
Provisions for periodic siren testing in Appendix 3 will be scheduled and administered by the FEMA Region.
The Region will also be responsible for the oversight of additional tests of communications, electronic alerting and notifi-cations equipment, battery replacement, replacement schedules and other opera-tional details.

Upon agreement among the parties, or at the direction to the utility by the NRC,a fule-scale operational test of the system will be performed which will include EBS or NCAA radio participation using actual messages.
Message content will be cleared through Regional Public information officers in coordination with NRC and FEMA lleadquarters guidance to be provided separately. Advance notice to the public concerning the test and the survey instrument will be published in newspapers of record in the EPZ of the specific site.
Upon agreement on a date, at the direction of llead-quarters, the ADP contractor will make a mail-out of survey forms such that the public can respond in a timely manner.
This mail-out will be based on a statistically-significant sample of residential meters in each EPZ.
The details of the test should be accorded a schedule known to all official parties.
However, for purposea of a true test, the exact time of the test need not be specifically given to the public, give or take 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
Where special cases involve large transient populations, such as beaches or campgrounds, the FEMA Region will make special arrangements to deliver copies of the survey forms to persons present in the EPZ during the system test. This includes hand delivery of the survey fpra to a statistically significant exercise.
Within 30 days, the ADP contractor will furnish a certified report of the public responses to the FEMA Region.
This report will summarize the responses and the statistical validity of the sample received. The FEMA Regions will then act on this information to issue formal findings and determination 5 which may include requirements for system modification.
Such determinations shall be made within 14 days of the receipt of the ADP contractor data, or sooner if, in the judgment of the FEMA Region, corrective action is required.
FEMA ileadquarters will receive master files of survey data from all tests on a periodic basis and will compile appropriate reports for public distribution.
Information from these reports will guide any modification of this guidance or the needs for emphasis in public information on a continuing basis.
IIcad-quarters Office of Public Affairs will cooperate with the Regions and the NRC in the development of public educational materials and for the purposes of specific emphasis for sites needing special attention.
CRITERIA FOR ACCEPTANCE
[v FEMA Regions will make all preliminary determinations using the acceptance i
criteria of NUREG-0654/ FEMA-REP-1, Revision 1, Appendix 3.
Particular atten-1 tion should be placed on reviewing designs to assure that proposed systems meet the provisions of Part B, Criteria for. Acceptance, as part of the Regional evaluation.
As stated in the criteria, assurance of continued notification capability will be verfied by the population survey every year, or in conjunction with an exercise of the facility scheduled according to NUREG-0654/ FEMA-REP-1.
Upon satistical vertication of the sample results, FEMA shall notify appropriate State and local officals, and the NRC and recommend corrective measures.
Such actions will be initiated by the Regions if the physical system availability falls below 95%, or if the results of the population survey following an actual test reveal that any sub-area within the 10-mile EPZ falls below 90% notification level.

Each formal test of the system, either separately or in conjuction with an exercise, must include the use of the 3-5 minuite steady signal (where sirens are an alerting mechanism) and full operation of radio communication and public broadcast systems which form the complete alerting and notification systems. Tabletop or elect,anic simulations will not be accepted.
SYSTEM R\\INTENANCE Appendix 3 of NUREG-0654/ FEMA-REP-1, Revision 1, addresses, in Section 3g, the general considerations for siren system operational verification. This should be interpreted as also covering maintenance in the form of physical preventive maintenance.
A formal preventive maintenance program must exist and records maintained by the utility or the State ar.d Local government subject to inspection by FEMA or the NRC resident inspector.
No maintenance program which has a cycle frequency longer than recommended by the equipment manufacturer will be acceptable.
It is acceptable to allow scheduling of preventive maintenance during complete power station outages if such maint-enance work requires temporary reduction of sytems availability below the 95% level.
