Gentlemen:

This refers to the inspection conducted by Mr. J. P. Jaudon of our staff

during the periods March 8-12 and 22-26,1982, of activities authorized by

NRC Facility Operating License DPR-34 for the Fort St. Vrain Generating

.

Station, and to the discussion of our findings with Messrs. D. Warembourg

and J. Gahm and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these amas, the inspection consisted of

selective examination of procedures and representative records, interviews

with personnel, and observations by the inspector.

During this inspection, it was found that certain of your activities were

not conducted in full compliance with NRC requirements. Consequently, you

are requimd to respond to these matters, in writing, in accordance with

the provisions of Section 2.201 of the NRC's " Rules of Practice," P4rt 2

Title 10 Code of Federal Regulations. Your response should be based on

the specifics contained in the Notice of Violation enclosed with this

,

letter.

One new unresolved item is discussed in paragraph 4 of the enclosed report.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified

in paragraph 2 of the enclosed report.
