Dear Hr. Clayton:

i This confims our telephone authorization given on April 28,1982 for a one-time change in Technical Specifications for the Joseph H. Farley Nuclear Plant, Unit No. 2 as requested by telephone and followed up by telecopy on April 28, 1982.

Our action extended the 6 hour6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> time limit in Technical Specification 3.1.3.1 Action b. to 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br />. We granted the emergency request to allow three additional hours to repair and retest the rod control system for Group 1 rods. The basis of our action is that there was high confidence that the trip function was not effected by the condition of the system, thus trip and additional shutdown capability existed by use of boron addition. There was no undue risk to the health and safety of the public by this action.

Copies of the license amendment, our safety evaluation, and the Federal Register Notice will be sent to you when completed.
