Proposed Change #1
Addition of one new loading patterns for the MPC-89.
Reason for Proposed Change #1
This proposed change allows for storage of fuel assemblies with higher per assembly heat loads in the MPC-89.
Justification for Proposed Change #1
The new loading patterns have been thermally evaluated and found to maintain component temperatures below the required limits. The proposed heat loads are below required limits and are also below calculated temperatures in previously approved amendments. Supporting thermal analyses have been performed, and are included in Chapter 4 of the FSAR. The design basis MPC structural analyses for all conditions (long-term normal, short-term normal, off-normal and accident) use bounding temperature contours and bulk values to those calculated in the new thermal analyses, and therefore new structural analyses are not required.
Additional supporting changes have also been included in Chapters 1, 2, 5 and 11 of the FSAR, including updates to fuel qualification information. Marked up copies of the affected chapters are included, as well as proposed CoC pages to include the new patterns.
Proposed Change #2 Use of an approved thermal topical report for heat load calculations.
Reason for Proposed Change #2 This change is included in this amendment for efficiency. The topical report will be submitted under separate review, but to ensure that multiple amendments need not be submitted, the expected changes are submitted with this amendment. If the topical report is not approved by the time this amendment is processed, this change will be removed.
Justification for the Proposed Change #2 The potential approval by the NRC staff of the Topical Report would provide the justification for the proposed change.
